Featherline Road is an approximately 1.34 mile, two-lane “County Road with roadside ditches” as described by the City of Killeen Staff. Featherline Road interconnects Stagecoach Road and Chapparal Road; two other Minor Arterial roads. It is the closest main thoroughfare and continuous flow road from W.S Young to access south Killeen. Featherline Road has direct ingress and egress points for 1000+ home subdivision called Yowell Ranch, the City of Killeen Police Headquarters, two Gas Station/Convenience Stores, and is the closest thoroughfare to Chaparral High School, Oak Creek and Cedar Knob Mobile Home Park, and Jimmie Don Aycok Middle School.
On June 10th, 2014, Mayor Scott Cosper signed a Memorandum for Resolution (CCM/R 14-076R) to amend the City’s Thoroughfare Plan to include designating Featherline Road as a Minor Arterial road. The need for the Resolution was to address City Staff concern’s Featherline intersections would become “severely congested and inefficient”. As part of this resolution, a local developer would donate the needed right-of-ways for continuous flow and express intent to prioritize improvement Featherline Road as part of a future community improvement project WITHIN FIVE YEARS.
TO DATE, Featherline Road has not been improved.
According to Sec. 26-101(c) of the City of Killeen Code of Ordinance, a Minor Arterial road shall have a Pavement Width (ft.) of 48-73 and a Right-of-Way Width (ft.) of 100. Independent testing found Featherline Road had a maximum Pavement Width of 31. In most cases it was 29.
Featherline Road does not meet Code of Ordinance requirements for Minor Arterial Pavement Width.
From 2018 to 2019, there was major subdivision development and completion for Yowell Ranch. This caused a spike in crashes (Total: 23). From 2020-2022, COVID-19 caused a reduction in travel. In 2023, Chaparral High School opened which led to another spike in crashes (Total: 32).
In 2024, Dr. Jimmie Don Aycok Middle School will open along with two new Gas Stations / Convenience Stores. Featherline Road traffic is expected to significantly increase.
Featherline Road lacks dedicated sidewalks, bicycle lanes, safety barriers, and proper drainage. High Traffic Volume and higher than average crash rates increase risk to pedestrians and motorists.
